First of all, you can only claim Free Heroes for the FIFA 23 World Cup promotion if you pre-order the game’s version before August 21.
If you pre-ordered the Ultimate Edition, you’ll receive a special pack on November 11, 2022. Opening it will randomly grant you one of 21 World Cup-themed Hero cards.
