Problem : Event ID 21024 and 21006 can’t find solution anywhere to remidy

I am having Event ID’s 21024 and 21006 both of which are source from OpsMgr Connector.
The 21024 states ” OpsMgr’s configuration may be out-of=date for management group (computername_MG, and has requested updated configuration from the Configuration Service. The current(out-of-date) state cookie is………”
The 21006 states ” The OpsMgr Connector could not connect to “computername.domain.local:5723. The error code is 10061l(No connection could be made because the taget machine actively refused it. Please verify there is network connectivity, the server is running and has registered it’s listening port, and there are no firewalls blocking traffic to the destination.
I have looked different places and couldn’t find any forums or information about these events and I don’t konw where to start to find why the error is being caused.

Did you install the agent by hand?
and did you accept the agent in OpsMgr 2007 to contact the server in the pending agent panel in the administration panel?
By default manual installed agent are blocked to communicatie to the Management server and these error are commen to manual installed agents or agent on that are installed on servers that are not a domein member.
