We have a VPN tunnel that is not allowing netbios broadcast through the VPN tunnel on the Fortinet side. Does a rule need to be created to allow this?

As SysExpert stated broadcast traffic of any sort is not routable, and therefore cannot be forwarded over a VPN. However, some routers have the ability to pass NetBIOS traffic through the tunnel almost like a re-broadcast. In most cases this is only with units from the same manufacturer, and is used primarily for NetBIOS name resolution not browsing. In order to have browsing work properly from a remote site you need WINS servers at each site which are configured to synchronize their WINS databases.
